Performs professional contract administration work related to design and construction of capital improvements and planning projects and studies. Responsible for the support of project managers through the preparation, evaluation, negotiation, tracking, and management of contracts, agreements, and work orders, and other work as required.Work is performed under general supervision.


Assist project managers and professional consultants to develop contracts, work orders and agreements;

Prepare and/or review construction contracts, professional service agreements, and professional service work orders;

Provide contract administration for contracts, agreements, and work orders;

Provide management and administration duties with planning, design and construction contracts and agreements, including architectural, engineering, and construction services;

Prepare bid evaluations, contract award recommendations, and other reports and information;

Prepare and/or review pay requests/invoices for construction and professional service contracts;

Serve as the primary liaison between project managers and the City's purchasing division;

Develop and implement procedures for contract management and administration in compliance with City policy and standards;

Prepare and/or review contract documents, change orders, notices of award, notices to proceed, and other documents;

Coordinate contractual insurance requirements;

Prepare documentation for City Council approval of contracts, agreements, and change orders;

Facilitate timely payments, and ensure customer compliance with payment terms;

Monitor project schedules;

Monitor contractual compliance (milestones, deliverables, invoicing, etc) and contract cost performance;

Prepare reports and summaries of project status, schedules, costs, and related data;

Maintain and organize detailed project filing system, contractual records, and related documentation;

Prepare requisitions for procurement activities related to projects and work orders;

Maintain project files;

Assist in the preparation of long-range plans for capital improvement projects;

Ensure compliance with City standards and procedures.


Maintain specification templates and documents, manuals, and project documents;

Assist with project budget development and monitoring;

Monitor capital improvement project requests from other City departments;

Perform related tasks as required.


Thorough knowledge of construction and professional services contracts, agreements and work orders. Considerable knowledge of contract administration Knowledge of the principles and practices of public/government policies and procedures, functions and organization; Ability to establish and maintain effective working relationships; Ability to analyze and solve problems; Ability to exercise independent judgment in interpreting City and departmental policies, rules and regulations; Ability to communicate effectively both orally and in writing; Ability to create and prepare complex reports and maintain records; Ability to organize and perform work independently; Knowledge of various procurement methods; Knowledge of Microsoft Office software products. The work environment is typically in an office setting, but must have the physical ability for occasional lifting up to 20lbs, walking, standing, pushing, reaching, grasping.


Bachelor's Degree from an accredited institution with major study in Business Administration, Public Administration, Finance, Project Management, or closely related field. Must have at least four (4) years of work experience in the contract management field and at least two (2) years in the construction field. Government experience preferred.


Certified Professional Contracts Manager (CPCM) or Project Management certification desirable.


Possession of a valid State of Florida class "E" driver's license with no more than six (6) points in the last three (3) years.
